What digital sovereignty means in practice
In Europe, people own their own data. Germany and Austria have enshrined digital sovereignty as a national goal for security, innovation, and democracy. The EU is following suit with DORA, the EU Data Act, and billions in investments in sovereign data spaces.
We want to protect these fundamental principles while also creating space for new digital developments. That is why we are pursuing a European approach to digitalization that combines freedom, transparency, and personal control.
Current political framework
In November 2025, Austria adopted a national package of measures and championed the European Declaration on Digital Sovereignty. With its High-Tech Agenda and participation in Gaia-X, Germany is focusing on measurable goals to be achieved by 2030. At the EU level, AI Factories are creating open, interoperable ecosystems that pool computing capacity, data, and expertise – without dependence on individual hyperscalers. In February 2025, the European Commission under President Ursula von der Leyen mobilized an investment volume of 200 billion euros for AI through the InvestAI initiative, including a dedicated European fund of 20 billion euros for up to five AI gigafactories. At least 15 AI Factories are scheduled to go into operation in 2026. Austria is also part of this European network: AT:AI, Austria’s national AI factory, is already listed on the EU’s roster. Furthermore, an initiative was launched in Vienna that closely links technological innovation with European values and a human-centered approach – digital humanism is also gaining international recognition.
